fix: убраны workspaces, добавлен frontend/package-lock.json

Стандартный react.Dockerfile копирует только корневой package*.json,
поэтому workspace-зависимости не устанавливались. Теперь build-скрипт
делает cd frontend && npm ci && npm run build.
